UPDATE: The City Council interviewed five candidates on June 13. Candidate Collin Mays had withdrawn his application. The council agreed to keep candidates Victor Marsh and Jason Smith on the list and thanked the other three for applying. They agreed to set an interview for another candidate who had just applied. The search continues.

The Belleville City Council was scheduled to interview six of the applicants for city manager during a special meeting on June 13. The Independent will report on the interviews in its next edition.
There were 14 applicants as of June 5 and four of the five council members selected their top candidates.
Two candidates were scheduled for interviews by zoom since they are out of state. The rest were expected to be in person.
Those scheduled for interviews were:
• Collin Mays (zoom), currently Director of Economic Inclusion for the City of Cincinnati, Ohio. Before that he served in Center Line and at the Southeast Michigan Community Alliance. Holds a Master of Public Administration from Oakland University, and Bachelor of Arts in Political Science from Western Michigan University;
• Scott A. Winckowski is a private practice attorney in Oregon, Ohio. Earned a J.D. degree from University of Toledo College of Law, Bachelor of Arts from Eastern Michigan University. He has served as an appointed, acting judge for the last 13 years in the Oregon Municipal Court and has worked closely with the city administrator as the chairman of planning commission and a member of the Downtown Development Authority;
• Debbie Nogle is current Village Clerk for the Village of Stockbridge, MI. Also she was administrative assistant to the city manager of South Lyon, MI; administrative assistant to City of Farmington DDA; and assistant to director of the City of Westland Public Library. Has fifteen years of experience in municipal government;
• Victor L. Marsh is managing director of The Victor Marsh Group, LLC. Served as chief operating officer and director of administration for Wayne County Commission, chief lobbyist and government relations manager to Detroit Public Schools, personnel bureau chief for City of Detroit Police Department, chief administrative officer for City of Detroit Water & Sewerage Department, and compensation manager for Equitable Real Estate Investment Management. Earned Bachelor of Arts in Labor Relations/HR from University of Michigan, Irving Perlmuetter Scholar of Law from Northeastern University School of Law in Boston, and attended U.S. Army Finance School.
• Jason Smith is city manager of the City of Litchfield, MI. Served as DDA executive director of City of Eaton Rapids, MI; on-air talent on Jackson Radio Works; and elected mayor of the City of Jackson, MI. Master of Arts in Public Administration and Bachelor of Arts in Public Administration from University of Arizona Global Campus.
• David Wise (zoom), Planning and Development Director for City of Roanoke Rapids, NC. Previously he was Monmouth Area Chamber of Commerce Executive Director in the City of Monmouth, IL.; Downtown Business and Community Development Coordinator in the City of Rocky Mount, NC.; Assistant City Manager in the Colorado’s Best and Brighted Intern Program in the City of Walsenburg, CO; Planning Internship in Muscatine, Iowa; and Cedar County Economic Development Commission in Tipton, IA. Master of Public Administration, University of Colorado; Master of Urban and Regional Planning, and Master of Historic Preservation, U. of Colorado; and Bachelor of Arts in History, St. Ambrose University, Davenport, Iowa.
