On June 14, the Belleville Area District Library Board approved a balanced budget with $997,802 in revenue for the 2011-12 fiscal year, beginning July 1.
The budget also provides for expenditures of $917,477.
The beginning surplus was $101,539 and the current year added another $480,325, leaving a proposed 2012 year-end surplus of $181,864.
The board also approved the amended 2010-11 budget of $908,380 revenue and $889,314 expenditures.
A public hearing was held before the board took action on the budgets, but no public came to the hearing.
In other business at the June 14 meeting, the board:
• Sent a proposal on paying mileage reimbursement to the policy committee for study and recommendation;
• Approved hiring PAYCHEX as the payroll company at an approximate yearly cost of $2,556. There are 25 employees who are paid on a biweekly basis. The service previously was provided by the City of Belleville;
• Discussed the Garden Walk set for July 30 to benefit the library. Board member John Juriga said he plans to be a vendor for the first time. He said he has been going to garage sales and buying women’s shoes to plant things in and sell them at the Garden Walk;
• Approved a request for membership in The Library Network in order to receive state aid. The library already belonged, but the request for membership needs to be made officially under the new Belleville Area District Library name, said Director Deb Green;
• Approved a fund balance allocation under the GASB 54 regulations, committing 50% of the library millage for general operating in the next fiscal year;
• Approved the six-page director evaluation form recommended by the personnel committee. In July, the board plans to go over the committee’s recommended procedures for the evaluation and at the Aug. 9 meeting the evaluation will take place in closed session;
• Approved Accounting and Budget Policies. Treasurer Elaine Guiterrez said as of July 1, the library will be using its own system;
• Noted in Director Green’s report that a second Murder Mystery to benefit the library is likely to be held next April at the Bayou Grill;
• Noted the next regular meeting of the library board will be at 7 p.m. July 12 and the public forum to discuss proposed sites for a new library is 7 p.m. July 14; and
• Went into closed session with attorney John Day and architect Dan Whisler to consider the purchase and/or lease of real property by the Belleville Area District Library.
