Wayne County Assistant Prosecutor Sona Movsisyan asked 34th District Court Judge Lisa Martin to cut off the live streaming of the Sept. 19 preliminary exam for Dekenta Reshard Parchman on five counts including torture because the evidence to be shown in clips was too graphic.
Defense attorney Lauren Anderson agreed and Judge Martin had the live streaming of the video and audio shut off for the preliminary exam.
After the exam, Parchman, 30, of Westland was bound over on the following charges filed around the torture of a woman in Parkwood Manor apartments in Van Buren Township on July 23:
• Torture;
• Criminal sexual conduct – 1st degree (personal injury);
• Assault with intent to do great bodily harm less than murder;
• Unlawful driving away of a motor vehicle; and
• Assault with a dangerous weapon (felonious assault).
After he allegedly left the scene, he was involved in a shootout in Inkster and he suffered seven gunshot wounds. The case was delayed as he went through surgeries and healed in the hospital and at the Wayne County Jail hospital. He is being held at the jail under bond of $250,000 cash or surety. He must be fitted with a GPS tether if released.
Parchman is scheduled for an arraignment on the information on the five charges on Sept. 26 at the Frank Murphy Hall of Justice in Detroit and continued until Oct. 4.
Parchman had two other cases out of Van Buren Township in warrant status and Judge Martin scheduled his arraignment on those for Oct. 6 via zoom. He is charged with driving while license suspended and interfering with police at 5:20 a.m. on Oct. 10, 2020.
Judge Martin also recalled a bench warrant on a threat charge out of Romulus on July 6, 2020 and set the arraignment/pretrial on that for Oct. 20. He had failed to appear on those charges on two different occasions.
Carl Emerson Travis
Carl Emerson Travis, 51, of Grosse Pointe, was bound over to circuit court at the Frank Murphy Hall of Justice for an Oct. 11 arraignment on the information on three felonies and one misdemeanor after a live preliminary exam before Judge Lisa Martin on Oct. 3.
He was facing six charges for the attempted kidnapping of his ex-wife from Waverly Apartments on Aug. 5 and the subsequent 26-mile chase into Detroit by VBT police officers, Romulus police, and Michigan State Police. After crashing and fleeing, Travis was arrested.
Travis was bound over on fleeing police, two counts of assaulting / obstructing / impeding a police officer, and one charge of reckless driving.
Wayne County Assistant Prosecutor Sona Movsisyan said the victim did not come to the exam, so she asked the original charges of unlawful imprisonment and domestic violence be dismissed.
Travis has been in the Wayne County Jail since his arrest with a bond of $500,000/10% on the six charges. His attorney Kendrick Riggins had asked for pretrial services to address the high bond, but its report didn’t get to the court until the day of the exam. It recommended no change in the bond.
But Riggins said pretrial services considered six charges and now there are four. He asked that the excessive bond be reduced because his client has had a job at a construction firm for 19 years and has children at home.
Judge Martin said Riggins was correct about pre-trial services taking the six charges into consideration. She said she has been told he has eight or nine children, up to 11, and three are still at home. His sisters said he has a place to stay.
Judge Martin reduced his bond to $100,000/10% and said any release would be with a GPS tether. She noted he had fleeing and eluding convictions from Washtenaw, Oakland, and Calhoun counties.
The first witness in the live exam was VBT Officer Mark King, who was called to the scene of a “kidnapping in progress” at The Waverly apartments. He testified he heard the woman call out that the driver in the vehicle was trying to kill her. The defendant ran to his red Kia Sportage with the personalized plate QUEEN and took off before Officer King could arrest him, according to testimony. King was in contact with other officers and he described the direction the car drove. He stayed at the scene to protect the evidence.
VBT Officer Kurtis Mowbray testified he was on the South I-94 Service Drive and he saw the defendant racing on the service drive and identified the license plate. He testified he followed Travis on I-94 into Detroit for 19 minutes – 26 miles – with the lights and siren on at speeds from 110 to 129 mph. He said Travis was cutting other drivers off and pushing them off the road. He exited at Trumble Ave., ran over a concrete medium, and crashed into a metal post. He got out and ran and Mowbray said he chased him and tackled him. He testified his body camera was knocked off his vest as they were wrestling.
Joshua William Waara
Joshua William Waara, 27, of Ypsilanti was charged for first-degree retail fraud on Sept. 20, 2020, in Van Buren Township. His Jan. 26 probable cause conference was adjourned until Feb. 9 because the defense attorney still needed discovery. On Feb. 9, defense attorney Robert Kinney said he needs the paper discovery and the probable cause conference was adjourned until March 2.
On March 2, he waived his preliminary exam and was bound over to circuit court for an arraignment on the information on March 16. A calendar conference was set for April 6.
On April 6, the calendar conference was held and the case was dismissed by Judge Donald Knapp.
Nathaniel Eugene Bradford, Jr.
Nathaniel Eugene Bradford, Jr., 42, of Sumpter Township was present for his probable cause conference before Judge Martin on Feb. 2. He is charged with assault with a dangerous weapon (felonious assault), fleeing a police officer, operating while intoxicated – second offense, and drove while license suspended – second offense on Jan. 2 in Sumpter Township.
His appointed defense attorney from the Neighborhood Defense Service was new to the case and needed discovery. The probable cause conference was adjourned until March. 2. At that time, a live preliminary exam was set for April 6.
On April 6 a probable cause conference was held and the first charge of felonious assault was dismissed on a motion of the prosecuting attorney. The preliminary exam on the remaining three charges was waived and Bradford was bound over to the Frank Murphy Hall of Justice for an April 18 arraignment on the information. A calendar conference was set for June 6 and final conference July 28. A jury trial was set for Nov. 14 before Judge Mark Slavins.
Kevin Gilbert McCulloch
Kevin Gilbert McCulloch, 30 of Van Buren Township was arraigned by Judge Oakley on Feb. 4 on two charges while he was in custody with the Van Buren Township Police. He is charged with felony domestic violence-aggravated assault-second offense on Feb. 3 in Van Buren Township. He was scheduled for his probable cause conference on Feb. 16 and is out on personal bond of $1,000. The probable cause conference was adjourned until March 16 as the defense attorney tries to find the defendant, but on March 16 he wasn’t there. The defense also needed discovery.
On March 30, the complaining victim wasn’t present, so that charge was dismissed.
McCulloch also is charged with domestic violence on Dec. 5 in Van Buren Township and was not to return to his apartment on Denton Road. On this charge he failed to appear for a previous court session, so the Feb. 4 session was for a bench warrant arraignment.
He was scheduled for a remote pretrial on Feb. 22 and failed to appear, so the case was adjourned until March 30 and then to April 12. The charge was dismissed on a motion of the defense.
Randall James Royster
Randall James Royster, 28, of Detroit and previously of Van Buren Township, was before Judge Oakley on Feb. 9 for his preliminary exam on charges of assault with intent to do great physical harm less than murder and domestic violence on Sept. 18 in Van Buren Township. He was released in error on Dec. 1 after his arraignment where bond had been set at $50,000/10% and police thought it was personal bond. He returned to the police department and police requested a $50,000 personal bond, which was granted.
On Feb. 9 Judge Oakley dismissed the charges without prejudice after the complaining victim did not cooperate with the prosecution. Case was closed.
Maria Gayle Stumbo
Maria Gayle Stumbo, 47, of Sumpter Township was before Judge Oakley on Feb. 16 for her remote pretrial on a charge of assault and battery in Sumpter on Sept. 8. The charge was dismissed on a motion of the prosecuting attorney. Case closed.
Jennifer Renee Green
Jennifer Renee Green, 52, of Van Buren Township was before Judge Oakley on Feb. 16 to face a felony charge of delivering / manufacturing a controlled substance on Nov. 11, 2017 brought by MNET. She pled guilty to a reduced charge of controlled substance use. Fines and costs were waived.
Seth Abram Johnson
Seth Abram Johnson, 32, of Van Buren Township was scheduled to be arraigned Feb. 23 by Judge Oakley on a charge of possession of controlled substance (narcotics or cocaine) less than 25 grams on Nov. 8 in Van Buren Township. The arraignment/probable cause conference was rescheduled for March 16 and he did not show up for that session. It was rescheduled to March 30.
Judge Oakley set the preliminary examination for May 11. After that exam he was bound over for a May 25 arraignment on the information at circuit court. A calendar conference was set for June 6 and final conference July 28. A jury trial has been set for Nov. 16 before Judge Tracy E. Green. He is free on $2,500 personal bond and is ordered not to use any mood-altering substances.
Randall Allen Adams, Jr.
Randall Allen Adams, Jr., 52, of Lincoln Park was due to be arraigned and his probable cause conference held on Feb. 23 before Judge Oakley on charges of operating while intoxicated-3rd offense, driving while license suspended, and unlawful use of license plates / registration / title on July 12, 2015 in Van Buren Township.
He is in the Santa Rosa Correctional Facility in Milton, FL, and the court made arrangements for the arraignment to be by zoom, but the prison did not have zoom and said it would call in. But the prison did not log in and the arraignment was reset for March 16. On that date the prison did not call and Judge Martin advised Prosecutor Gillis to send a writ to the prison and adjourned his case until April 13. On April 13, Judge Green accepted his guilty pleas to reduced charges and credited him with the two years served in Florida. Case closed.
Jevon Oscar Brown
Jevon Oscar Brown, 29, of Sumpter Township had been charged with assault with a dangerous weapon (felonious assault) and domestic violence on Jan. 30 in Sumpter Township. A live exam was scheduled for March 23, but the complaining victim did not appear and so the charges were dismissed without prejudice, which means they could be refiled.
Shawn Kelly Edgar
Shawn Kelly Edgar, 36, of Romulus was set for his probable cause conferences on March 2 before Judge Green on four cases in Belleville and Van Buren Township. He was present by zoom from the Wayne County Jail.
His appointed attorney Susan Dunn said defending her client is very confusing because there are so many cases. She said she needs the rest of her discovery. Judge Green adjourned the probable cause conferences until 8:30 a.m., March 9. An arraignment/probable cause conference was set for May 20, but he failed to appear. His attorney said he just got out of jail the day before so maybe he didn’t know this date. His arraignment/probable cause conference was adjourned to June 1.
He is charged with possession of methamphetamines and possession of narcotics in Van Buren Township on March 14, 2021; breaking and entering with intent and larceny in a building on June 28, 2021 in Belleville; possession of methamphetamines, receiving and concealing a stolen vehicle, fleeing in a vehicle, assault of a police officer and driving while license suspended on Feb. 19, 2021 in VBT; and assaulting a police officer and entering without the owner’s permission on Jan. 11, 2022 in VBT.
Edgar told Judge Green that he is all set up to go for treatment and she said to discuss it with his attorney.
After the preliminary exam on April 20, he was bound over to circuit court for an arraignment on the information on all the cases. Judge Martin modified his bond from $10,000/10% with tether to $10,000 personal with GPS tether. He can be released to Abundant Care Recovery.
A calendar conference was set in circuit court for May 6 and adjourned until June 24.
On June 1, he was arraigned from the Wayne County Jail on two felony charges – one from Van Buren Township and one from Belleville — and his probable cause conference was adjourned until June 8.
His attorney Susan Dunn said he had been in jail for 120 days and one of the new charges is a reissue of a previous charge. Judge Martin set his personal recognizance bond at $5,000 on these two charges, plus a GPS tether. It was reported that the Wayne County Jail was holding him for a June 24 case in Taylor.
On June 8, he did not show up for his probable cause conference and his attorney learned he now was out on bond and didn’t know about his court date. His live exam was set for Aug. 24 at 12:30 p.m. On July 14 the Wayne County Tether Unit reported the defendant’s status was changing to “absconder.”
On Aug. 24, his live preliminary exams were adjourned until Aug. 31 and on that date his attorney said her client wished to waive the exams and proceed to circuit court. The arraignment on the information was set for Sept. 7 at the Frank Murphy Hall of Justice.
Judge Martin alerted his attorney to another set of charges and arraigned him on possession of narcotics, driving while license suspended, and a license plate violation in Van Buren Township on July 25. Dunn said her client is on parole and she doesn’t know the status of that. She said she didn’t know if she would be appointed to the new case, but she thought she would.
Judge Martin said Van Buren Township police recommended bond of $20,000/10%, but she put it at $5,000/10% and set the probable cause conference for that case on Sept. 14.
On Sept. 14, he waived his preliminary exam and was bound over to circuit court for an arraignment on the information on Sept. 21. His final conference was set for Nov. 9.
Richard Allen Graves
Richard Allen Graves, 59, of Van Buren Township had his preliminary exam set for April 20 on charges of larceny of weapons/firearms, firearm possession by felon, and domestic violence on Feb. 27 in Van Buren Township. He appeared for his probable cause conference on March 9 by video from the Wayne County Jail where he was being held on bond of $10,000/10%. His defense attorney Emily New said he can’t post it and she understands the victim doesn’t wish to proceed. She asked for bond to be reduced.
Prosecutor Elizabeth Dornick said Graves has a significant criminal history out of state and there is a substance abuse problem. He called police three times in a four-day period saying a motorcycle gang is out to get him and he took his 85-year-old father’s gun. She said he is not employed and is a flight risk. Judge Martin denied the request to modify bond.
Attorney New said she would have a social worker talk with him and get back to the court on the findings. On April 19, he posted bond.
On April 20, Graves waived his preliminary exam and he was bound over to circuit court for a May 4 arraignment on the information. The disposition conference was May 5 and he pled guilty to possession of weapons by a felon and the other two charges were dismissed. Sentencing was set for June 14 and then adjourned until June 29 and then to July 18 and then to July 22. On July 22, he was sentenced to two years of probation, with 53 days credit, and fines of $1,598.
Jacob Marschall Duzan
Jacob Marschall Duzan, 32, of Romulus failed to appear for his remote arraignment and pretrial on March 9 and so a warrant was put out for his arrest. He is charged with assault or assault and battery on March 28, 2021 in Sumpter Township. On May 26 he was back in custody and his remote pre-trial was set for June 8. He failed to appear June 8. A remote show cause/pretrial was set for July 6. Failure to appear will result in a warrant, since this was his second failure to appear, said Judge Martin. He failed to appear and so a bench warrant was signed and entered into LEIN. His bond will be $50,000/10% when arrested.
Vanae Joelle Talley
On March 16, Vanae Joelle Talley, 19, of New Boston, had her probable cause conference adjourned to March 30 by Judge Martin because Talley had a new appointed attorney and the attorney had no discovery. Talley is charged with fleeing police officers in a vehicle on March 7 in Van Buren Township. Personal bond of $10,000 was set at her March 8, arraignment, which was by video from the Van Buren Township police lockup. On March 30, her preliminary exam was set for May 4 and then it was adjourned until June 15 and then to June 29 and Aug. 3.
On Aug. 3 she waived her preliminary exam and was bound over to circuit court for a Aug. 17 arraignment on the information. Her disposition conference was held and a calendar conference set for Sept. 2. The final conference was set for Sept. 19 and then Sept. 28.
On Sept. 28, she pled guilty to fleeing a police officer, third degree, and the original charge was dismissed. Sentencing is scheduled for Oct. 31.
Jenna Rose Stempien
Jenna Rose Stempien, 32, of Flat Rock failed to appear for her March 16 arraignment and probable cause conference on charges of possession of narcotic or cocaine less than 25 grams and retail fraud – second degree on Jan. 8 in Van Buren Township. Her appointed attorney Alvin Sallen had been unable to contact her.
On April 26 the court signed a warrant for her arrest.
Dale Allan Davis
Dale Allan Davis, 59, of Van Buren Township received three traffic citations from the City of Belleville at 10:32 p.m., Feb. 21, and was due before Judge Martin on March 16. There was a plea deal with the prosecutor so the charges of registration/plate violation and no proof of insurance were dismissed and he pled guilty to the third new charge of allowing unlicensed driver to drive (which replaced the original charge of driving while license suspended). Fine was $345.
James Daniel Holstein
James Daniel Holstein, 43, of Van Buren Township was present for his arraignment/probable cause conference on a charge of false report of a felony on Jan. 25 in Van Buren Township. Judge Martin set his personal bond at $5,000 and his probable cause conference was adjourned until March 30. At that time the charge was reduced to a misdemeanor false report and he pled guilty to that. Judge Oakley fined him $800.
Jamual Bohannon
The arraignment on the information that was set for March 25 at circuit court for Jamual Bohannon, 48, of Southfield, was reset by the court to April 1.
On Feb. 23 an order was signed for production of an exam transcript of the preliminary exam held Feb. 23 before Judge Oakley at 34th District Court.
Bohannon, a former track/cross country coach at Robichaud High School in Dearborn Heights, is charged with criminal sexual conduct – first degree (relationship) and criminal sexual conduct – third degree (student) on April 1, 2012 in Van Buren Township.
At his arraignment and calendar conference at circuit court on April 1, his pretrial was set for May 12 before Circuit Court Judge Miriam Bazzi. The pretrial was set for June 9 and adjourned until July 18. It was continued to Aug. 19. Final conference is set for Oct. 6.
Larry Joseph Smith
Larry Joseph Smith, 65, of Ypsilanti was scheduled for his live preliminary exam on March 23 before Judge Oakley, but the charge was dismissed against him without prejudice when there was no complaining victim present. He had been charged with assault with intent to do great bodily harm less than murder on Dec. 29 in Van Buren Township.
Robert Donald Brewer
A probable cause conference was held March 23 for Robert Donald Brewer of Ypsilanti, previously of Van Buren Township, on a charge of controlled substance – 2nd or subsequent offense notice – double penalty, on Sept. 13, 2018. A live preliminary exam was set for May 4 before Judge Oakley, and the defendant failed to appear. A bench warrant was signed and entered into LEIN.
Ronnnie Charles Ray
Ronnie Charles Ray, 31, of Ypsilanti failed to appear for his arraignment/probable cause conference on March 23, so his court session was adjourned until April 6 while his attorney tries to locate him. He is charged with controlled substance – 2nd or subsequent offense notice – double penalty and fleeing a police officer in a vehicle on Sept. 14 in Van Buren Township.
On April 6 he was arraigned and his personal bond set for $10,000. A probable cause conference was set for April 20. Then his live exam was set for June 8. Instead, he waived his exam and was bound over to circuit court for an arraignment on the information on June 22 reset to June 29. A calendar conference was set for July 21 and then reset to Aug. 22. On Aug. 22 he failed to appear and a warrant was signed for his arrest.
Raynard Moncrief
Raynard Moncrief, 65, of Detroit failed to appear for his March 23 arraignment and probable cause conference so his court date was adjourned until April 20 so the defense attorney could contact the defendant. He is charged with controlled substance – second or subsequent offense notice – double penalty (felony) and operating while intoxicated second offense on July 13, 2021 in Van Buren Township.
On April 20 he failed to appear so a bench warrant was put out for his arrest and entered into LEIN.
Daquan Malik Baker
Daquan Malik Baker, 21, of Van Buren Township was arraigned Sept. 29 by Magistrate Alan Hindman on charges of assault with intent to do great bodily harm less than murder and domestic violence on Sept. 28 in Van Buren Township. Bond was set at $5,000/10% and his probable cause conference scheduled for Oct. 12.
Derek William-Ryan Jones
Derek William-Ryan Jones, 30, of Canton was arraigned by Judge Martin on charges of assault with intent to do great bodily harm less than murder and domestic violence on Sept. 25 in Van Buren Township. His probable cause conference was set for Oct. 5. Personal bond was set at $10,000 and he must not return to a home on Outer Drive or have any contact with the victim except by a third party to arrange care for a child they share in common.
Jodi Marie McWhirter
Jodi Marie McWhirter, 46, of Van Buren Township is charged with operating a vehicle while intoxicated and carrying a concealed pistol while under the influence at 12:34 a.m. Aug. 22 in the city of Belleville.
She was present for her remote pretrial on Sept. 28 at 34th District Court and her attorney Royce Nunley said he had no police report and no discovery at all. He submitted an order for discovery and Judge Tina Brooks Green adjourned the cases until Nov. 2. If no evidence is submitted, he said he will file a motion to dismiss.
Justin Lee Boyer
Justin Lee Boyer, 40, of Chelsea is charged with operating while intoxicated-third and possession of analogues on Sept. 18 in Sumpter Township. He was present for his probable cause conference on Sept. 28. His attorney Sofia Nelson said she had no discovery and so the probable cause conference was adjourned until Oct. 5.
Gregory Martin Scully
Gregory Martin Scully of Belleville, is charged with possession of narcotic or cocaine less than 25 grams on Aug. 20, 2021 in Van Buren Township. He was present for his Sept. 28 probable cause hearing, but his attorney Keshava Kirkland said she needed discovery, so the case was adjourned until Oct. 5. He is free on $5,000 personal bond.
Darick Golden, Jr.
Darick Golden, Jr., 34, of Sumpter Township, is charged with aggravated assault and assault and battery on June 11, 2021 in Sumpter Township. He was present for his remote arraignment/pretrial on Sept. 28 and it was adjourned to a final pretrial on Oct. 19. The pretrial will be live before Judge Oakley and the victim must appear.
