Court Watching: Competency exam ordered at district court for Robert Bulmer

A psychiatric exam has been ordered for Robert John Bulmer, 29, of Milan to see if he has criminal responsibility and competency to stand trial on charges of malicious destruction of property between $1,000 and $20,000 in value and larceny of $200 or less in a building on March 11 in Van Buren Township.
Bulmer, who was being lodged in the Wayne County Jail on $10,000/10% bond, was present in 34th District Court Judge Tina Brooks Green’s courtroom on March 28 via video.
Judge Green explained the competency exam to Bulmer. He told her he is taking his medications in jail.
“When he takes his meds, he feels he doesn’t have to take his meds,” Judge Green said and family members in the courtroom agreed, saying this same thing happened last year.
Judge Green said it is difficult because there are few places in the state to take those with mental problems.
She said if his case ends at district court or circuit court, “The court may tell him to take his meds” and it would mean something to him.
The competency exam may take about 90 days, she said.
Bulmer’s retained attorney is Raymond Cissar and another attorney filled in for him at this probable cause conference before Judge Green.
Victor Jefferson
Judge Green was about to issue a bench warrant for Victor Jefferson, 59, because he hadn’t shown up for his preliminary exam on a charge of larceny of $1,000 to $20,000 (attempt to conspire/solicit) in VBT on March 11.
The attorney filling in for his court-appointed attorney Richard Glanda said Jefferson’s mother told him her son is in the hospital. He said the mother told him he had chest pains around his heart and possible sinus problems.
Judge Green adjourned the preliminary exam for a week and Jefferson was due to be before Judge David Parrott on April 4 unless the court gets something from the hospital on his condition.
On April 4, Judge Parrott adjourned Jefferson’s preliminary exam until 10 a.m., May 2.
Raymond Taylor
The probable cause conference for Raymond Taylor, 47, was adjourned until 9 a.m., April 25. He is charged with larceny by conversion from $1,000 to $20,000 in value in VBT on May 2, 2017. He is free on $500 personal recognizance bond and his court-appointed attorney is John Knappmann.
Collin Daniel Murphy
Collin Daniel Murphy, 23, waived his preliminary exam on a charge of second-degree criminal sexual conduct (relationship) on Feb. 25 in VBT. The prosecutor added a felonious assault charge and furnishing alcohol to a minor charge.
Murphy is free after posting bond of $20,000/10% and his retained attorney is James Schmier.
Murphy is due at the Frank Murphy Hall of Justice at 9 a.m. April 11 for an arraignment on the information.
