Matthew Torrey Tiggs, Jr., 24, of Eastpointe, has been sentenced to 18 years in prison for the Aug. 4, 2023 shooting death of 26-year-old Jean Thomas Butchart in the Van Buren Estates mobile home park in the 16800 block of Lohr Rd. in Van Buren Township.
The victim, who was pulling weeds on his first day on the job as a maintenance worker, was found dead with a bullet wound in the head. Nine charges were filed against Tiggs for this and two other incidents in the mobile home park.
On June 17, 2025 he pled guilty to second-degree murder, assault with intent to murder, and two felony firearm charges. Three charges of possession of a weapon by a felon were dropped, along with a charge of felonious assault and felony firearm.
On July 9, Wayne County Circuit Court Judge Kelly Ramsey sentenced him to a prison term of 2 years to 20 years, with credit for time served of 703 days. Fees totaled $402.
A jury trial that had been set for Aug. 25 was canceled.
Van Buren Township Police said Tiggs had approached the victim, produced a handgun and fired it multiple times before fleeing the scene.
Tiggs also was accused of pulling a firearm after an argument with a 45-year-old man around 11:31 a.m. on the previous Friday, July 28, 2023 in the 30 block of Birch Drive in the mobile home park. He pointed the weapon at the man before fleeing the scene. This assault wasn’t discovered until after a shooting on Aug. 6.
Van Buren police were at the mobile home park on Sunday, Aug. 6, investigating the Aug. 4 murder, when they were dispatched to a residence in the 40 block of Birch Drive for multiple gunshots. Officers found a 47-year-old victim suffering from gunshot wounds to the right upper arm and lower back.
Police said Tiggs approached the victim while he was in his vehicle and produced and fired a handgun multiple times, wounding the victim. The defendant then barricaded himself inside the next-door residence.
After a two-hour standoff with the Western Wayne SWAT team negotiating, Tiggs was taken into custody.
He is considered an habitual offender with a second-offense notice. He had pled guilty to a charge of carrying a concealed weapon on Jan. 27, 2019 in Macomb County and served two years in state prison. He was released July 29, 2021.
Butchart, who was born in Ypsilanti, was survived by his parents and two sisters, and was known for his love of the natural world, as he was nicknamed “Nature Boy” by many of his friends, according to his obituary. He earned a bachelor of science degree in environmental studies with an emphasis in hydrology.
Travis Alton Deal
Travis Alton Deal of Maybee is charged with domestic violence on March 8 in Sumpter Township. He failed to appear for a court date on June 30 and a warrant was put out for his arrest. He was due for his arraignment/pretrial on July 9. A final pretrial was set for July 30. Personal bond is $5,000.
Courtney Joy Hardrick
Courtney Joy Hardrick, 36, of Romulus was video-arraigned in custody on July 15 on a warrant concerning charges of operating with blood alcohol content of .17 or more – third offense and operating while intoxicated-third offense on March 28 in the city of Belleville. Her probable cause conference was set for July 23 and then changed to July 30 and personal bond set at $1,000.
Kameren Axzavier Wilson
Kameren Axzavier Wilson of Canton was scheduled for a probable cause conference on July 16 after failing to appear for his court date on charges of felonious assault, weapons, and domestic violence on July 6 in Van Buren Township. A probable cause conference was set for Aug. 6. Bond is $5,000/10%.
Augustin Lopez Hernandez
Augustin Lopez Hernandez of Van Buren Township was scheduled for probable cause conferences on July 16 on charges of criminal sexual assault and CSC fourth degree in Van Buren Township on June 19 and CSC third-degree (incapacitated victim) on May 11 in Van Buren Township.
He was arraigned out-county on July 5 and cash or surety bond set at $50,000.
Farhad Mohammed Sumo
Farhad Mohammed Sumo of Ypsilanti is charged with misdemeanor gambling violations on June 19 in the city of Belleville. He was scheduled for his remote arraignment/pretrial on July 16. On July 16 it was dismissed by the party and the case closed.
Samir Mohamed-Ahmed Saad
Samir Mohamed-Ahmed Saad of Detroit is charged with improper disposal of used oil in the city of Belleville on June 20. He was scheduled for his remote arraignment and pretrial on July 16. A remote pretrial is Aug. 13. Personal bond is $1,000.
Rodney Francis Pfeiffer
Rodney Francis Pfeiffer of Van Buren Township and previously of Sumpter Township was scheduled for his probable cause conference on July 16 on a charge of domestic violence-third offense notice in Sumpter Township on July 4. He was arraigned out-county on July 6 and personal bond was set at $50,000. The preliminary exam was set for Aug. 27.
Christina Marie Pniewski
Christina Marie Pniewski, 36, of Sumpter Township is charged with assault with a dangerous weapon (felony assault), assault of a police officer and domestic violence on July 2 in Sumpter Township. She was arraigned out-county on July 5. Her probable cause conference was set for July 16 and personal bond is $50,000.
On July 16, the conference was held and the charge dismissed. Case closed.
Chiera Florence Palamar
Chiera Florence Palamar of Lincoln Park is charged with receiving and concealing a stolen motor vehicle and fleeing police in a vehicle on April 17 in Van Buren Township. She was arraigned out-county on April 18 and on April 23 was scheduled for a probable cause conference on April 30, but she failed to appear. She was set for a probable cause conference on May 21, but she was in treatment. The probable cause conference was scheduled for June 25. The court received a letter May 23 from Havenwyk Hospital that she would be in treatment for about two weeks Personal bond is $10,000.
She failed to appear for the court date and a warrant was put out for her arrest. On June 27, the court received a fax from Samaritan Behavior Center saying the patient will be in for two more weeks and a probable cause conference was set for July 16. The preliminary exam was set for Oct. 1.
Ivan Nicholas Neal
Ivan Nicholas Neal of Brownstown is charged with driving without due care or caution causing an accident on May 20 in Van Buren Township. He requested an informal hearing which was set for June 10. It was scheduled for formal review on June 30 and then a formal hearing was set for July 16 and the previous formal review date of June 30 was removed for auditing purposes. On July 16 the hearing was held and the charge dismissed. Case closed.
Mourice Neil Demmy
Mourice Neil Demmy, 35, of Sumpter Township is charged with operating while intoxicated on May 25. 2024 in Sumpter Township. A jury trial before Judge Oakley had been set for July 21. But on July 21 he pled guilty to a reduced charge of OWIC (operating while impaired by controlled substance) and was disposed on the guilty plea. He was referred to the probation department for a sentence recommendation. Personal bond of $5,000 was continued.
Richard Ronald Slone
Richard Ronald Slone of Belleville was arraigned June 23 on a charge surrounding larceny under $200 in Van Buren Township on Sept. 27, 2024. He was scheduled for arraignment/pretrial on Jan. 16, but he failed to appear. At his arraignment a July 21 remote pretrial was scheduled. His personal bond is $3,000.
Kevin Lynn Dixon
Kevin Lynn Dixon of Sumpter Township was due for arraignment on July 21 on a charge of possession of narcotic or cocaine less than 25 grams and driving while license suspended on Jan. 7, 2025 in Sumpter Township. The charge was entered on June 16. He was arraigned in custody and a probable cause conference set for July 30. Personal bond is $100,000.
