A resident questioning the construction of the new $6,500 Sumpter Township board table on Jan. 16, reportedly was told by Sumpter Deputy Supervisor Karen Armatis that the Independent made a mistake in printing that Jeffrey Lominac, Sr. and Jeffrey Lominac, Jr. will build the table.
The board’s Jan. 8 motion to approve the contract for the table named Jeffrey Lominac, Jr. as doing the work and he signed the contract on Nov. 19, 2018.
But, at the Jan. 8 Sumpter Township Board meeting, Lominac, Sr. did all the talking about the project and Lominac, Jr. sat silently next to him.
In the backup information on the agenda item, not provided to the Independent until after deadline for last week’s paper, Deputy Supervisor Armatis wrote, “Senior will be assisting Junior on this project.”
She also pointed out both Jr. and Sr. live in Sumpter Township and she wrote “Both gentlemen are carpenters. Senior is retired. Senior did the church pews for Tom Monahan’s Ava [sic.] Maria church in Florida, (pictures attached).”
She said the Lominac table is “a Frank Lloyd Wright inspired design.”
Armatis also wrote, in her Dec. 18, 2018, memo, “We have had numerous people out to look and measure to submit bids on this project and all but these two said project was too big.” The estimated size of the table is more than 20 feet long.
She referred to a price quote from Arnold Reception Desks in Irvington, NJ, who gave a price of $11,845 for the council chamber desk in three, straight-angled sections, and then added $2,260 for shipping the finished project to Michigan in wooden crates. The three sections would have to be connected with included hardware.
Arnold also gave a price quote for two separate attorney desks with casters, for $2,725 each. Most local municipal boards do not have their attorneys sitting at the board table with the elected officials, like Sumpter does, and would need separate desks.
Professional, colored drawings of the furniture proposed was included in the Arnold price quote.
Arnold said lead time for the project was eight to ten weeks. The price quote was dated July 12, 2018 and was good for 90 days.
Armatis pointed out in her memo to the board that the Arnold “bid” is for “just building the dais” and the sections were to be “shipped here and we would have to assemble.”
She ended her memo with: “Recommendation is for Lominac bid.”
At the Jan. 8 meeting, Lominac, Sr. said Sumpter Township will be providing a building for them to work in to construct the desk.
The construction contract with Lominac, Jr., has “N/A” in the line for the contractor to affirm he had insurance coverage for “injury to its employees and any others incurring loss or injury as a result of the acts of the Contractor or its employees and subcontractors.”
The contract requires the township to pay Lominac, Jr. $1,000 down for “living cost and travel, etc.”
The contract says, “Jeff Lominac may engage subcontractors to perform work at its discretion, hereunder, provided Sumpter Township shall fully pay said subcontractor and in all instances remain responsible for the proper completion of this Contract.”
The Michigan Department of Licensing and Regulatory Affairs has no listing of a Residential Builders license for either Lominac, Sr. or Jr.
