To property owners in Belleville:
This is the June 24, 2025, Water Bill Update: For the water bills dated 6/10/2025, the reading was based on the first ACTUAL read from the newly installed water meters.
The city administration, unfortunately, discovered after the bills were mailed that many of our residents received bills far greater than what has been “normal” because of the transition to actual vs. estimated readings.
What can you do?
1. If your water meter was changed in April, May, or June of 2025, your bill is very close to accurate. You can pay the bill as is, and you should see consistent actual reads on any new bill moving forward.
2. If your water meter was changed before April 2025, you can come to city hall for an adjustment. This process would require our accounts payable clerk, Takisha, to verify when your meter was changed and subtract any estimated usage you made since that time of installation, lowering your bill substantially. Moving forward, new bills will then show consistent usage using actual readings. You can also email or phone Takisha, and she can begin work on that review for you. Bills are not due until Aug. 5, so please know that you have time to manage this change.
3. If you do pay your bill without any review or adjustment and wait for the next bill, please come to city hall or message the accounts payable clerk for a review at that time; we are able to look at your past bills and make changes.
4. The city is continuing to accept late water payments and honor all payment plans. We are sorry for the confusion and lack of information prior to this billing change. We are also working to make sure all residents have their 4-digit account number that will allow residents to enroll in EyeOnWater.com, a resource to review water usage and be alerted to possible leaks.
We hope to have these 4-digit numbers added to your August bill. The city also uses this program to monitor for leaks even if you do not access this tool. Long-term, the city will be looking to move to monthly billing for water and trash, helping all residents plan better for these costs and balance any increases for our contracted services.
