Belleville City Manager Diana Kollmeyer explained the changes to the 3.5–year Government Employees Labor Council (GELC) contract approved by the • union and the city council. The union represents 7 ¼ workers: three in the DPW department, four clerical, and a part-time, 10-hour-per-week clerical worker in the police department.
The changes are:
• 2% wage increasee;
• $150 signing bonus for the full-time workers and $37.50 for the one-quarter time, part-time employee;
• Adopting the State hardcap amounts for health care, effective July 1, 2016;
• Employees only permitted to cash in five days of vacation each year. It was up to half accumulated in one year;
• Vacation pay not attributable as part of retiring employees final average compensation; and
• Different pension for new hires.
